Alemán Healy

José Miguel Alemán Healy is a Founding Partner of ARIAS, ALEMAN & MORA and one of Panama’s most distinguished legal and public service figures. With over four decades of experience in private practice and government, he combines deep technical knowledge with high-level diplomatic and institutional leadership.

Founder and of Counsel

He earned his Bachelor of Arts degree from Ripon College in 1978 and his Juris Doctor from Tulane University in 1981. Admitted to the Panamanian Bar in 1981, he developed a broad and sophisticated practice focused on Corporate Law, Administrative Law, Banking Law, Insurance, Commercial Law, and Public Tenders, advising both domestic and international clients in complex regulatory and transactional matters.

Mr. Alemán has played a prominent role in Panama’s public life. He served as Minister of Foreign Affairs (Secretary of State) from 1999 to 2003, leading Panama’s diplomatic agenda during a pivotal period in the country’s international relations. He also served as Vice President of the National Committee of the Centenary (2002–2003) and as a member of the Foreign Relations Council during multiple terms (2009–2011; 2014–2019).

In 2024, he was appointed Ambassador of the Republic of Panama to the United States of America, continuing his longstanding commitment to strengthening Panama’s international presence and strategic alliances.

In addition to his legal and diplomatic career, he has served in key corporate governance roles, including Director of Financiera Mi Éxito and former Director of MULTIBANK INC. and MULTIBANK SEGUROS, S.A., contributing strategic oversight and institutional expertise.
